LieutenantLt. Tiffany Beetham
Lt. Beetham is responsible for patrol and dispatch operations, working directly with our patrol sergeants to make sure operational objectives, safety standards, and department policies are met on every call.
Lt. Beetham is also responsible for internal investigations, our Chaplain and Peer Support programs, and Marine One. In addition, she handles all of the special events the public safety department participates in like Chesterfield Township's Big Rig Day, the Christmas Tree Lighting Ceremony, and the Gratiot Cruise.
Lt. Beetham is a member of our Honor Guard, the ceremonial unit that represents the department at law enforcement funerals and community events. She joined the department in 2003 and was promoted to Lieutenant in 2022. She is also a graduate of Northwestern Police Staff and Command School.

LieutenantLt. Robert Fitzpatrick
Lt. Fitzpatrick is responsible for our Traffic, Evidence Tech/Accident Investigation, K-9, SWAT, and Mobile Field Force units, as well as patrol and dispatch operations and internal investigations. He provides supervisory oversight for the department's Field Training Officer and Communications Officer Training programs and oversees our School Resource Officers.
Lt. Fitzpatrick is a member of the Fatal Accident Investigation Team, which responded to eight serious injury and fatal crashes in 2025. As part of the department's accreditation work, Lt. Fitzpatrick authored the 2025 use of force and foot/vehicle pursuit reviews and K-9 analysis.
He joined the department in 2003 as a police officer and was promoted to Lieutenant in 2023. Lt. Fitzpatrick graduated from Wayne State University with a Bachelor of Science Degree in Criminal Justice, a Master's Degree in Psychology from Baker College and attended Northwestern Police Staff and Command School.

LieutenantLt. Matthew McPhillips
Lt. McPhillips' responsibilities include the Detective Bureau, property room, DEA, COMET, MATS, our Cadet and training programs, grants, accounting and payroll functions, building, policy, fleet, the administrative sergeant, Records department, community outreach and I.T.
He joined the department in 2015 and was promoted to Lieutenant in 2024 and is a 2026 graduate of the FBI National Academy and the Northwestern Police Staff and Command School.
